Will every PDF become smaller?
No. Some PDFs are already optimized. If the new file is larger, the tool returns the original and clearly reports that no reduction was achieved.
Does image-based compression keep searchable text?
No. Image-based compression turns each page into a JPEG image. Searchable text, links, forms and signatures are lost. This requires your explicit acknowledgment.
